If it is difficult to shift the center, fix the material with tape etc. so that it does not turn, hold down the center core with one hand and turn with the other hand with the arm on the blade side. There are graduations on the arm, but it is not very reliable. If you want to make an accurate dimension cut, measure it with two points of symmetry of the circle and check the error and start cutting.
